The Ural-63708 is a new Russian tractor truck with 8x8 configuration. It is a version of the Ural-63704-0010 military truck with an added axle at the rear and fitted with a more powerful engine. It was first publicly revealed in 2016. This tractor truck is a member of Tornado-U family of military vehicles. In this case letter "U" in the designation stands for "Ural", as there is also a similar KamAZ-U family, developed by another Russian truck manufacturer KamAZ.

The Russian Ural-63708 tractor truck has some similarities with a US M1070 HET and M1070A1 tank transporters. This military vehicle was designed to tow semi trailers with main battle tanks, artillery systems, fuel tanks, radars, construction material and other heavy loads. It can carry loads with a maximum weight of up to 70 t. So it can handle even the heaviest vehicles used by the Russian Army. Once in service the Ural-63708 could potentially transport the new Russian Armata main battle tank, if both the tractor truck and main battle tank will reach mass production. The Ural-63708 tractor truck is a tactical vehicle with good cross country mobility, that can travel over difficult terrain and off road. In 2013 the Russian Army adopted a KamAZ-65225 tank transporter, which is being fielded in large numbers. However the KamAZ-65225 is a less capable vehicle, which is mainly intended to operate on hard surface roads and can not fully replace the ageing MAZ-537G high mobility tank transporter, that was adopted back in the early 1960s, but is used by the Russian Army to this day.

The Ural-63708 has a double cab, which accommodates the driver and co-driver, as well 4 passengers. So this tractor truck can carry entire crew of the vehicle that it transports on its semi trailer. The cab is made of steel and composite materials. It can be fitted with add-on armor kit for protection against small arms fire and artillery shell splinters. It also provides some degree of protection against mine blasts and improvised explosive devices. Engine bay is also protected with the add-on kit. A single cab, which accommodates driver and 2 passengers, can be also fitted.

Recently Ural developed a number of armored vehicles, including a Taifun-U and Federal-M mine resistant ambush protected vehicles, as well as Ural-VV armored troop carrier. Also recently there were revealed a number of armored cabs developed by Ural. So the company gained significant experience developing protected vehicles and protected cabs.

The Ural-63708 is powered by a YaMZ diesel engine, developing around 550-600 hp. The engine is mated to a 16-speed manual transmission. Vehicle has a full-time all-wheel drive. This tractor truck is fitted with a central tyre inflation system, which assists traction across difficult terrain, such as sand, mud and snow.

A baseline Ural-63708 military truck with 8x8 configuration can be configured to suit various roles. The tractor truck is only one of the possible applications. One of the proposed versions is a drone carrier, that could launch and control unmanned aerial vehicles. This vehicle has a single cab.
