The High Mobility Engineering Vehicle (HMEV) is a high-speed, all-terrain, engineering vehicle. It was originally developed by ADI in the late 1990s. Previously it was marketed as the High Speed Engineering Vehicle (HSEV). In 2006 the company was taken over by Thales Australia. This multipurpose machine is capable of performing a variety of field engineering tasks. A total of 27 vehicles were delivered to the Australian Army in 2001. This backhoe loader is also in service with China (30) and the United States (51). It is being license-produced in China as Jonyang GDG130. Some machines were sent for trials and evaluation to Canada and United Arab Emirates, however Canada selected a similar locally-produced vehicle. The US Army subsequently selected a similar JCB HMEE.

The HMEV is designed to dig combat emplacements, trenches, firing positions, fill ditches and clear obstacles. In the basic role this machine is fitted with a backhoe and a front-end loader. The HMEV can dig to a depth of over 4 m. The front-end loader can be adapted to carry a fork-lift attachment. Other accessories, such as a snow plough, compactor, rock breaker and earth auger are optional.

This military engineering vehicle is operated by a single man. However the second seat for one passenger is optional. It can also construct point obstacles during counter mobility operations. Armor protection can be added to the cab for protection against small arms fire, artillery shell splinters and IED blasts. This engineering vehicle carries no defensive weapons.

This military backhoe loader is powered by a 5.9-liter Cummins 6BTA5.9-C185 turbocharged diesel engine, developing 185 hp. A more powerful 6.7-liter engine developing 200 hp is also available. Vehicle has a full-time all-wheel drive. The HMEV has unique combination of wheel size and air-bag suspension for high on road and cross-country speeds. This military machine has a maximum road speed of 100 km/h and can maintain 80 km/h over long distances. The HMEE alongside with the JCB HMEE are the world fastest vehicles of this type, as most backhoe loaders are limited to much lower speeds. The HMEV can perform its engineering tasks and then quickly self-deploy to the next mission site. It can also support fast moving force on long range operations.

In standard configuration the HMEV can be airlifted by the C-130 Hercules tactical cargo aircraft. It can be also carried underslung by the CH-47 Chinook helicopter.
