The Dozor-B was developed in Ukraine as a private venture. It was aimed at possible Ukrainian Army requirement, as well as export customers. The Dozor-B is a multi-purpose armored vehicle which can be used as an armored scout car or a small armored personnel carrier. Also it can be also tailored to suit many roles. It is being proposed as a replacement for the ageing BRDM-2 amphibious scout cars. The Dozor-B is simple in design and technology. It costs three times less than a larger BTR-4 8x8 armored personnel carrier. In 2014 Ukraine ordered 200 Dozor-B armored vehicles. Production commenced during the same year. In 2015 the Dozor-B successfully passed state trials and was recommended for adoption. First vehicles were planned to be delivered to Ukrainian armed forces in 2015.

It seems that one Polish company acquired production license for this vehicle. In Poland it is known as Oncilla. As far as it is known there were no sales of this armored vehicle to date.

There is also a Dozor-A high mobility tactical vehicle, intended both for military and civil applications. The Dozor-A is similar in concept to US HMMWV.

The Dozor-B armored vehicle has a welded steel armor hull. It provides all-round protection against 7.62-mm armor-piercing rounds. The Dozor-B has some degree of protection against landmines. Add-on armor can be fitted for a higher level of protection both against bullets and mine blasts. This armored vehicle also has an NBC protection system.

Vehicle can be armed with a turret-mounted 12.7-mm machine gun. A remotely controlled weapon station can be fitted depending on customer requirements.

The Dozor-B has a crew of three, including commander, gunner and driver. It can carry a full squad of 8 soldiers. There are some firing ports provided for the troops.

Two engine options are available. Vehicle is powered either with a Italian 2.8-liter IVECO engine developing 122 hp, or German 4.76-liter Deutz engine developing 190 hp. Both of these are turbocharged diesel engines. IVECO engine is mated to a 5-speed manual transmission, while the Deutz engine is mated to a 5-speed automatic transmission. Vehicle has a 4x4 configuration. Some suspension components are borrowed from Ukrainian BTR-3 armored personnel carrier. It is fitted with a central tyre inflation system and self-recovery winch. The Dozor-B is not amphibious. This armor vehicle can be airlifted by any tactical cargo aircraft.
