The Arma armored personnel carrier was developed as a private venture by Otokar to meet the Turkish Army requirement for amphibious wheeled armored vehicle. Development commenced in 2007 and first vehicles with 6x6 configuration were revealed in 2010. The Turkish Army requirement is for 336 such armored vehicles. For this requirement the Otokar Arma was competing against FNSS Pars and Patria AMV. The Arma is also aimed at the possible export customers. It has been exported to Bahrain, and Azerbaijan. First production vehicles were delivered in 2012. Other countries also showed interest in this armored personnel carrier.

Otokar company already developed the 8x8 Yavuz APC, which is a modified version of the Singaporean Terrex. The Yavuz received no production orders, however the new Arma might be a further development of Yavuz.

The Otokar Arma APC has a welded steel hull. No details have been released regarding it's protection. It seems that it's armor withstands 7.62-mm rounds and artillery shell fragments. It also might protect against 8 kg anti-tank mines. Vehicle is fitted with NBC protection system. This armored vehicle has a payload capacity of 4 500 kg.

This Turkish armored personnel carrier can be fitted with a roof-mounted heavy machine gun or remotely controlled weapon station. It can be also fitted with a turret-mounted 20-mm cannon.

The Otokar Arma has a crew of two and accommodates eight fully-equipped troops. Troops enter and leave the vehicle via doors or roof hatches. There is also a single door on one side of the hull. There are some firing ports provided for the troops.

This armored personnel carrier is powered by an unspecified diesel engine, developing 450 hp. Possibly it is a Caterpillar C9 turbocharged unit as that used on Yavuz. Engine is located at the front. It is coupled with an automatic gearbox. This APC is driven in 6x4 mode on hard surface roads and 6x6 over rough terrain. Arma's two front axles are steerable. Vehicle has good off-road mobility due to it's hydropneumatic suspension. This armored personnel carrier is fitted with central tyre inflation system and run-flat tyres as standard. The Otokar Arma is amphibious. On water it is propelled by two waterjets. In standard configuration it can be airlifted by the C-130 Hercules.

The baseline armored personnel carrier version can be adapted to suit many roles. Proposed versions include reconnaissance vehicle, ordnance disposal vehicle, command vehicle, sensor carrier, fire support vehicle.

An 8x8 version of the Arma is also available. It was revealed in 2011. This APC is also proposed with a 30-mm turret.
